Evika Siliņa

Evika Siliņa, born on August 3, 1975, is a Latvian lawyer and politician who, since September 15, 2023, has held the office of Prime Minister of Latvia, making her the second woman to assume this role in the nation’s history. Prior to her tenure as Prime Minister, she served as the Minister of Welfare in the second cabinet led by Krišjānis Kariņš. She is an active member of the Unity political party.

Siliņa was born in Riga on August 3, 1975. Her academic journey led her to the University of Latvia, where she pursued a Bachelor’s degree in Law from 1993 to 1997, successfully qualifying as a jurist. Subsequently, she continued her education at the Riga Graduate School of Law, earning a master’s degree in Social Sciences with a specialization in International Law and European Law.

Political Career

During the 2011 Latvian parliamentary election, Siliņa ran as a candidate for Zatlers’ Reform Party in Riga but was not successful in securing a seat. Following this, from 2011 to 2012, she took on the role of a legal adviser at the Latvian Ministry of the Interior.

Starting in January 2013 and continuing until January 23, 2019, Siliņa held the position of Parliamentary Secretary at the Ministry of the Interior. In this capacity, she garnered acclaim for her transparency with journalists, particularly in elucidating the Ministry of the Interior’s stance on various matters. She was also recognized for her efforts to combat the circulation of synthetic cannabinoids in Latvia. Additionally, Siliņa represented the Ministry in international organizations such as the United Nations, INTERPOL, and CEPOL.

On January 23, 2019, after receiving approval from the Cabinet of Ministers led by Prime Minister Krišjānis Kariņš, she assumed the role of Parliamentary Secretary to the Prime Minister.

In the 2022 Latvian parliamentary election, Siliņa ran as a candidate representing the New Unity party and secured a seat in the 14th Saeima.

On December 6, 2022, it was announced that Siliņa would serve as the Minister of Welfare in the government led by Krišjānis Kariņš. The new cabinet was officially confirmed on December 14, 2022.

In her role as Minister, one of her primary objectives was to increase the minimum income. On February 23, 2023, she was appointed by the Prime Minister as a member of the newly established Thematic Committee on European Union Funds. Furthermore, on July 4, 2023, her Ministry presented the ratification of the Istanbul Convention to the Saeima, albeit with some reservations and a lack of support from the government partner, the National Alliance.

After the resignation of Krišjānis Kariņš on August 16, 2023, New Unity nominated Siliņa as their candidate for the position of Prime Minister. President Edgars Rinkēvičs extended an invitation to her to form a government on August 24.

However, on August 29, the United List declined to join a four-party coalition government proposed by Siliņa. In response, on September 1, Siliņa signaled her intention to establish a new parliamentary majority with the Union of Greens and Farmers (ZZS) and The Progressives (P). Twelve days later, she unveiled the composition of the new government, which featured seven ministries for New Unity (JV), four for ZZS, and three for P. Notably, Arturs Krišjānis Kariņš was recalled from his position as Minister of Foreign Affairs.

On September 15, 2023, the government coalition led by Siliņa secured the confidence of the parliamentary majority in the Saeima with 53 votes. She expressed her commitment to fostering the inclusion of the Russian-speaking minority and promoting the learning of Latvian in an education system centered around the Latvian language. The government’s agenda also included increasing the military budget and completing the construction of a barrier along Latvia’s border with Russia and Belarus. Later on the same day, the newly formed Siliņa cabinet held its inaugural meeting. Siliņa became the second woman to hold the position of Prime Minister in Latvia, following in the footsteps of Laimdota Straujuma, who served from 2014 to 2016.

Personal Life

Evika Siliņa was born in Riga on August 3, 1975. She pursued her legal education at the University of Latvia from 1993 to 1997, earning a Bachelor’s degree in Law and becoming a qualified jurist. Additionally, she pursued advanced studies at the Riga Graduate School of Law, where she obtained a master’s degree in Social Sciences, with a specialization in International Law and European Law.

Between 2003 and 2012, Siliņa built her career as an independent practicing attorney, focusing on international and domestic business law. During this period, she also engaged in legal work related to public electronic communication services, including telecommunications and the internet. Furthermore, she contributed to the establishment and advisory services of non-governmental organizations.

Siliņa is married to Aigars Siliņš, and together, they have three children.

In addition to her native Latvian, Siliņa is proficient in English and Russian languages.
