Early Life and Education

Wong was born on December 18, 1972, in eastern Singapore, where he grew up in a public Housing and Development Board (HDB) flat in Marine Parade. His father, a sales executive, and his mother, a primary school teacher, played significant roles in his upbringing. A childhood gift of a guitar from his father sparked Wong’s lifelong passion for music.

Wong attended Haig Boys’ Primary School (now Tanjong Katong Primary School), Tanjong Katong Technical School (now Tanjong Katong Secondary School), and Victoria Junior College before pursuing higher education in the United States. He earned a bachelor’s degree in economics from the University of Wisconsin-Madison in 1994, followed by a master’s degree in applied economics from the University of Michigan in 1995. He later completed a master’s in public administration at Harvard University in 2004.

Beginning his professional journey in 1997 as an economist at the Ministry of Trade and Industry, Wong quickly faced the challenges of the Asian financial crisis. Tasked with analyzing Asian economies and their connections with Singapore, he applied his education extensively. In 2002, Wong transitioned to the Ministry of Finance, and by 2004, he was the director of health care finance at the Ministry of Health. From May 2005 to August 2008, he served as the principal private secretary to Lee. In September 2008, he became the deputy chief executive officer of the Singaporean Energy Market Authority and was promoted to chief executive officer in 2009, a position he held until he entered politics in April 2011.

Civil Service Career

Wong began his career as an economist at the Ministry of Trade and Industry (MTI) in August 1997, during the onset of the 1997 Asian financial crisis. His first task was to prepare a report on the impact of regional economies on Singapore. Reflecting on this experience, Wong noted that his academic background had not prepared him for such a challenge, and he had to adapt and learn quickly on the job.

In January 2002, Wong was transferred to the Ministry of Finance (MOF), and by July 2004, he was with the Ministry of Health (MOH) as Director of Healthcare Finance, a position he held until May 2005. He then became the principal private secretary to Prime Minister Lee Hsien Loong, serving from May 2005 to August 2008. In September 2008, Wong joined the Energy Market Authority as deputy chief executive officer and was promoted to chief executive officer on 1 January 2009. He held this role until 1 April 2011.
